About Bill:

Retired Navy captain Bill Armstrong has participated in OpSail and Fleet Week events since 1986. He is a founding board member and corporate secretary of Sail4th, where he serves as director of communications. While not promoting tall ship events, he has been an educator, public relations executive, balloon pilot, author, and currently serves on several non-profit boards.


Sail4th 250, a non-profit founded in 2020, is coordinating and managing an international flotilla of tall ships that will come to New York from July 3-9, 2026, in concert with the U.S. Navy, U.S. Coast Guard, and warships from allied nations.
